Hands Tied in Wichita,Kansas

I have an out of state deal with a seller, we have an agreement that takes effect after a lien expired in September. I'm working on a project for the city of Dallas and totally forgot about the agreement from last year in Wichita. I haven't had a chance to visit the property or see it until today and it looks like some squatters(and their dog(s) have been camping through the winter ( God bless them), however, I need to get the wheels rolling on this home. Should I pay off the balance of 8k and look into hiring a contractor and management team or should I turn over the project with it being down to the studs? I'm not familiar with that area enough to assign a house mid-project, I've honestly never heard of that being done. It's still a good deal,  the current market is at $88/sqft. according to analysis. Anyone familiar with Wichita? If so is it a buy and hold market? What would you do?
