Getting Tax assessed

Hello BPers!

Been getting a lot of help from the forum and would like to get an assist on another case here.

The property I am interested seems to have a very high value assessed for the property when the other nearby properties have a lot lower value assessed as their tax.

If I request tax assessment again, will it back fire on me?

2nd question:

Once I rehab a property and try to do a refinance - I understand an appraiser will come out to appraise the property with new updates. Will this new "property value" get reported to the town and thus increase tax on the property?
