help getting started with half way houses in SoCal

Does anyone have experience with setting up Half-way houses in southern California, I have some properties in mind but have no idea how to get the ball rolling. as I would like these house to be set up to home for rehabilitation programs to help drug addicts but I would need someone to show me how aka a partner or mentor for such a thing. I am fairly new to it but found this to be a vertical that I believe would have great ROI.
