Army Vet Newbie with 40k cash and low credit rating in Houston

So I've inherited a nice(to me) sum of cash(35k) and would like some guidance on the best way to finance a deal. I am an army vet and have the VA benefits available to me but I don't think that most banks would lend to me because of my low credit rating. I have a W2 job that might be able to help but not quite sure. I'm kind of hesitant about using hard money lenders because of the high interest rates. Should I just partner with someone who would be a good borrower? I would like to do some rehabs around Houston and the outlying areas. What routes would you take if you were in my position?
