Making a multi-family legal

Hi everyone, This is my first post and I am just starting out, considering purchasing an investment property. One opportunity I am looking at is a 3-family home; however, it is not currently a legal 3-family. There aren't separate utility meters and presumably doesn't have a multi-family c of o. Does anyone have experience with these types of properties, making them legal multi-families? What kind of process is this and how feasible is it to do while there are tenants in place? Any advice is much appreciated. Thanks, Tom
