Beginner to wholesaling in South Florida

I am new to the real estate game and trying to jump into wholesaling in the south Florida area. I have been driving around and looking at different properties. However, I am running into a block because I don't really know how to estimate the rehab cost, am I supposed to view the properties with a contractor or appraiser? Also, how do I go about writing up a wholesale contract? Another big question that I have is, as a newbie to the business what is the most low cost way of getting leads to start off my business?
