Johnson County Kansas Direct Mail Campaign

I'm new to the commercial multifamily investing game and I'm trying to start a direct mail campaign for apartment building between 10-30 units in the Johnson County Kansas Area.  What I have already found is the state of Kansas is very non transparent in giving out information on apartment complex owners without signing an (KORA) Kansas Opens Records Act with the County Assessor's office, which I'm trying to get around.  I've called a couple of companies you can buy lists from but they have the same problem with Kansas and getting information.  Does anyone have input on getting a list for apartment buildings in Kansas?
