North Carolina Reference Fees legal or illegal?

Hello BiggerPockets community. I am a new real estate investor in the North Carolina area. For any investors in the North Carolina areas I wanted to know if it is illegal to pay reference fees? I've read about it on a few sites but I wanted to get first hand knowledge from someone who is actually investing in this state. Wish me luck on my investing journey.
