Newbie's Back! Ready to MOVE. Help with Title Search on Foreclose

Hi all! I've been preppring to buy a place, and am ready to make a leap. I'm reasearching a property, which looks GREAT. LTV 37% (!), but as I'm reasearching, I found something odd.

1. What does it mean when a house has been foreclosed every few years, (2009, 2010, and 2017)? The same person keeps buying it back with a new bank. 

2. Second Q, i want to learn how to "read" title information. Any good books on how to interpret the data we mine?
