Going into partnership

My brother-in-law and I are looking to go into business 50/50 on all costs and responsibilities of a single family home to rent out. I recently decided that it would be a good time to use my VA Loan to get the house 100% financed, but if I do it that way I am going it alone on the loan and title. My question is can I put him on the title after the required year that I have to occupy it and if so what should I ask from him to buy in to the deal?
