Determine Motivation to Sell vacant property

Good Morning,

While driving into work this morning I passed a vacant property. So I wrote down the address and when I arrived at work I started doing my research on the property. So far I have determined that the property is owned by someone that lives about 2+ hours away, they haven't paid their taxes for this year (or part of last year), their spouse passed away and they haven't lived in the house for the past three+ years. I have ran some comps to determine about what the ARV would be, however I don't yet know what it needs in repairs except what I seen in passing, roof needs slight repair (if not replaced), it doesn't have a driveway (rocks with a lot of grass growing in it). The yard has been cut recently (I don't know if maybe the neighbors cut it for them out of respect?)

My question to you is this... what is the best approach to contacting and finding out if the owner is wanting to get rid of this house and to get it for the lowest price possible? what should I say to them? I will be getting a loan for the purchase and rehab, and most likely renting this house out unless I can flip it fast for a nice profit.
