Looking for any information on dealing with tax lien properties

Hello everyone at BP. I'm a newbie investor and I'm aiming for buy and hold rental properties. I was reading the New York Post yesterday and I came across a section that was specifically dedicated for tax liens in the NYC area. This section was so big it took about a quarter of the whole newspaper. I couldn't t help but think out of the 100s of properties that were listed theres got to be at least 1 deal in there. The only problem is I have no idea what to do when it comes to tax liens. Would anyone have any advice on how the process works for obtaining a property that has a tax lien on it? and how could I turn it into a rental property?
