Does Virginia have a website where I can search the land records?
I know in Maryland you can search the land records is there something similar in Virginia? If not, how can I find out whether or not a property was mortgaged or bought cash in Virginia?

The following link will help you for sure. Virginia Assessor and Property Records. I'm in the process of getting licensed in VA and will be heading back to Fairfax to set up shop as a Real Estate Investor and who knows we may bump into each other on the metro.
To answer your other question "Finding out if a property has a mortgage." There are multiple ways. I will just name a few, and you can take it from there.
- Register of Deeds - You'll need to go to the city/township of wherever the subject property resides.
- Public Records - I gave one above. Keep in mind some cities, townships, etc. require a subscription to view property information.
- Title Search - This will require a fee and title companies set their own prices. You will want to research it. Here in Ann Arbor, MI a title search will cost anywhere from $150+. If you have an "in" with a title company, ask the friend to do you a favor then take them to lunch.
- Realtor - Not all Realtor's are created equally, and some are not as sophisticated when gathering property details. Most of them depend on the title company to do their job, but there are a few that know how to research. Interview Realtors and sniff out the lazy ones and get the one(s) that are savvy and sophisticated.
