New to Bigger Pockets!

Hi! My name is Paw. I am new to BP forum and just starting out my education in real estate investment by listening to the BP podcast and attending my first REI mtg. I'm a complete newbie so any information I can get would be greatly appreciated.

My first question, of many questions is, is it best to buy now when housing market is high or should I wait to invest when market is low? I live in central california where housing isn't as ridiculous as northern and southern CA, but median household income is substantially lower as well.  

Any help would be wonderful!  Thanks!
