found a home in the neighborhood, now what?

i drove the neighborhood and found a home that doesn't look like its occupied. the lawn is overgrown, mail near the doorstep. i saw a notice on the door stating there are fines for not keeping up with the property. what do i do or can i do with this property? this seems to fit the description of what i should be looking for in distressed property.

Go to your local county clerks office and find out where the tax bill is being sent than once you find out who and where it's being sent to, contact the owner using either a post card,letter or if there is a phone # call and tell them you are interested in buying the property.
