How to find contractors (Panama City)

Hi everyone, I'm a new investor in Panama City FL and was interested in buying a distressed property that would need some work. I was curious how to find reliable and honest contractors that would rehab houses. Are there specific things to look for when choosing a contractor?

Is it better to contract out the entire project or take a more hands on approach and find the electrician, flooring guy, painter, etc?

I'm looking at buying properties for around 50-70k and putting 15-20k into them to then do a 75% refinance with a local bank, rinse and repeat. (BRR)

Do contractors ever give estimates before the investor buys the property?
