Writing an Offer

I have a potential property that I am ready to submit the offer to the owner.  He inherited the property and it needs alot of work and it is in a really nice area.  He told me to submit the offer to his attorney. Do I just submit an offer outlining the deal and when we come to an agreement, then get the purchase agreement contract?  Does anyone have a template of an offer form to submit?  
Any help on this would be greatly appreciated!
