Should I Buy a Manufactured Home in Malibu Point Dume Club?

I grew up in the Malibu Point Dume Club (ZIP: 90265) and now have the opportunity to purchase, but I am hesitant to do so. If you know the area, let me know your thoughts /experiences especially about the following:

• Rental Market in the Point Dume Club: Who normally rents and for how long? I can’t seem to find many rentals in the Point Dume Club available now, but seem to remember a few kids’ families I went to school with renting. Is it mostly families or retirees?
• Land Lease: Is it a good idea to get into a land lease?
• HOA fees are high: Point Dume Clue HOA fees from what I can find online range from $1K-$3 per month, but I can't seem to find a number to call to talk to someone specifically and this worries me.
• Building/Remodeling in the Club: How easy is it to remodel and or build in the Point Dume Club / Malibu? I have been under the impression that Malibu is very difficult to get permits for new builds, what about new manufactured homes?
