**PLEASE READ!!!** HELP!

What's goin on, giant problem, hopefully someone here can point me in the right direction. Interested in buyin a tenament home maybe like a fixer-upper. Ok here's the problem. How should someone that: owes almost 2,500 $ in credt card bill (just 1 credit card bill for over 2 years) about 1,200 $ in medicale bills. I'm sure by now credit is bad! Now being a barber, your considered "self employed" meanin u have to pay your own taxes by hiring a accounting. The problem now is that they been off & on work for tha last 4years, only filed taxes once in tha last 4years, & stills owes about 800 $ in unpaid taxes for that 1 year of filing taxes almost 4 years ago. As of this moment they haven't filed since. How would this person go about gettin a loan or rebuildin credit so they could get some kind help purchasing there first home. Is it possible being in this situation u can get some kind of help thru any programs??
