Questions about buying property in historic districts

I'm looking into buying my first property. However, this house is in a historic district and I had a few questions:

1) Being that it is in a historic district, who do I need to contact in regards to finding out restrictions on what I can / can't do to the house? All houses in the district look fairly similar (i.e. all red brick houses), so more than likely there would be limitations. 

2) What's the best way to price the house? Should it be priced similarly to the houses in the district? Should my comps only come from within this district? Or can I pull comps from just outside of the district? It's really hard to find comps within the district since it's so small and there isn't much sales data. Houses just outside of it seem to sell for more than the houses within the district.
