Seller Carry, Bump Price?

So, I'm starting out on my own, with not-too-much cash. There's a property that I think is overpriced, actually I'm pretty sure of it, and I want to see how far I can get with the seller without putting cash down. I think the property is worth $800k based on comparative caps and 2015 actual operating statement, but it's on the market for $1.7 mill. 1) is it insulting to offer $800k? It's been on the market for a year now. 2) how much of a premium over the $800k should I offer of the seller will carry? Thanks, (Moderator: removed URL to personal website)
