I set out 45-50 letters to absentee owners and one of the letters cam back with the yellow "return to sender" stickers. This is my first letter to come back The letter was obviously was read and put back in the envelope. on the outside of the envelope, it was written: "deceased stop sending or legal action"

for this house is clearly in a distressed stated and needing repairs. Nether the owner(s) or the tenants are not taking care of the house or the property.

in the county the house is in, the tax history can be looked up online as well as any complaints  or issues with the place.  in this county, if taxes aren't paid for 5 years or reaches a certain dollar amount, the county starts the foreclosure process.

 There is  is about $3000 owed on the property from the last 3 years- the current owner only paid part of the taxes each year.

starting about 3 years ago the county begin showing 2 complaints about 1)tenant noise, 2)place needing work. 2 years about there were about 3. for the 2015 calendar year there were 4.

two questions:

1)I want to take to the buyer-investor I know. I will will have the letter, tax information and the complaint history. is there any more information I should provide for him?

2) clearly I want to avoid legal action, however it's clear the owner is able to manage the place- what is the balance between honestly helping the owner vs the harassment they are concerned with?
