Wholesale Advice

Hi everyone, I have a house that a family member is motivated to sell. It's in a good neighborhood in Petersburg VA. Closer to Dinwiddie but needs a lot of work such as roof and Windows but the main things like electric and plumbing are good. Everything else is cosmetics. I'm not sure how I should handle this because when looking for Cashbuyers I end up getting other wholesalers who really are in the same boat I'm in. I'm thinking towards getting a investor partner for this deal to come in for rehab to fix and flip. Does anyone else have any suggestions? Please and Thank you ahead of time.
