Sheriff tax Sales vs. Mortgage foreclosure sales in Philadelphia

Hey Everyone,

I really want to get involved in the sheriff tax sales and mortgage foreclosure sales. I understand that for tax sales there is a redemption period for the owner to pay outstanding tax bills and the bidding price to buy the home back. My question is for both sales is the winning bidding price going to clear title? For example if a home has a winning bidding price of $15,000 does that mean with that $15,000 the home is free and clear of any municipal liens and judgements or is that just the auction price. I guess what I am asking is what type of homework other than the rehab costs do I need to calculate before jumping into this process. Any feedback would be much appreciated.
