Currently At county clerk need help ASAP

I'm currently at the county clerks office, and I just asked for a list of foreclosures.... I got the list along with how to access them online. When I looked at the properties online, they were sectioned in groups... Example: April 2016 Group A - Date: April 5th, 2016 April 2016 Group B - Date: April 5th 2016 ... And so on. I was wondering are you allowed to make an offer on the house prior to the date of sale? & Also is there any other useful lists to ask the county clerk for... -Thanks in advance, Trey
