How much income must I earn to qualify to purchase a property?

Hi. I have never owned real estate before, but I have an interest in real estate investing. How much income must I earn to qualify to purchase a property in the Sacramento area? I'd like to purchase a foreclosure property (if possible) that is around 100-130k. Your response would be appreciate.
