Wholesaling question

Being a newbie from central Illinois, I decided to get a meeting with a local realtor who my partner/friend had recommended. He actually was very nice and an investor himself with duplex properties. When we discussed the wholesaling angle, he quickly mentioned that this would be "fraud" and required a real estate license. Nothing I have read has lead me to believe this so checking my sources on this forum, along with making a call to a local real estate attorney next week. Any advice or comments would be welcomed.
