Rent Control in Los Angeles

Been reading a lot about rent control in LA but wanted to reach out to anybody who had experience with buying a rent controlled property since there seems to be so many caveats to the rules -- if a duplex was built in 1929, and the current occupants (who have been there for 35 years) vacate the property prior to closing, is the property still under rent control rules with my new tenants?
