Should you form an LLC in or out of CA if you are a CA resident but want identity protection?

Hi, I'm looking for some clarification on where to form an LLC if you live in CA but plan to do business in CA and throughout the US? I've heard NV, UT, WY are states the have more personal identity protection, however you will still have to pay CA taxes etc. Is this legal? I have been asking around and one person said they don't think that's even legal??? I know I need to seek expert advise from CPA/Attorney but in the mean time, has anyone from CA had this same experience or know the ins and outs of LLC formation outside of CA if you live in CA? Thanks for your responses!
