Testing Septic When Purchasing Homepath Foreclosure

Hope this is the right forum for this question!

Anyone have any tips on testing a septic system on a foreclosure that has had the water/electric turned off. Realtor does not seem to think this is possible. Needless to say, I think she may be wrong and am seeking a different opinion. She says "as is" means I can't test. 

My plan is to use homepath financing or perhaps a 203k for financing (not sure if this impacts answer). 

Ideally I would like to test the septic before I make an offer or put in a contingency that allows me to test it prior to close. The house is a duplex built in 1970. I observed no standing water in the drain field of other signs of distress. I will also be speaking with the neighbors to see if they know anything.
