Will banks give mortgage for more than asking price?

Hi, 

First post on this site, and I've yet to start my career in real estate investment. I found a 2 family foreclosure for an extremely cheap price for the area and I'm willing to move in to one of the units and fix up the building. My question is obviously, would banks be willing to do a mortgage for maybe 20k more than the purchase price? That way I can get started with the renovations quickly.
