Two Family & an In-law Suite - Can I rent?

Currently in the process of purchasing my first property. It will be a owner-occupied two family home. The Home has the following:

First Floor and Finished Basement:(Owners Area)

First Floor: 2 Bedrooms, 1 Bath, Office, Kitchen, Living Room, Dining Room, Enclosed Porch 

Finished Basement: Full Bathroom, Laundry Area, Living/Recreational Area, Tons of Closets/Storage, Mechanicals Room

Basement In-Law: (Tenant)

Separate Entrance, 2nd Shared door with Owners finished basement, Kitchen, Bathroom, Living Area/Bedroom, Closet Space

Second Floor: (Tenant)

Shared Side Entrance with 1st floor owner, 2 Bedrooms, 1 Bath, Eat-in Kitchen, Living Room

My issue is this:

Currently the owner rents out the 2nd Floor and also rents the In-Law suite to a "relative". The property is on the books with the city as a Two Family, lists the finished basement square footage and the third kitchen in the basement. There is a separate door between the finished basement owners portion and the In-Law suite. Utilities are not separated from Owners Area. 

Questions to Forum members:

Can I rent the In-law suite if I list it as a roommate rental with utilities included in the rent amount? 

Are there any other factors I need to consider

I am trying to circumvent the need for going to the city, getting unwanted attention and receiving the added property tax increase just to rent out the efficiency/in-law area. I have had an inspection and everything is up to code in the in-law except for needing a range hood. By the way I am in Connecticut.
