Which investment strategy is best for a cash purchase?

I'm looking into investment property but cannot get a loan due to my tax returns. I may have access to a cash settlement but its only around $60-$100K.

This kind of money doesnt buy much real estate in the areas I prefer (California, Denver, Mass). Any suggestions on where/how to invest in properties w/ this amount of funds?

I'm open to buying/holding/flipping in many areas
