Bird Dogging in Oakland, California

Hello,

I am glad to be hear I am wondering about an offer I got in the mail. A mailing from a Mr. Phillip Grove states that I can find investment property for his company and in return for listing the property I found on his website so his investors can look into purchasing the property I found. If what I find meets all of their needs which I will have instructions on what to look for. In return i would get what they call a finders fee ranging anywhere from 1,000 to 5,000 depending on cost. Is this activity illegal in Oakland, California. Is this mailing just a big scam? Thanks
