Tax Delinquent List

Hey guys quick question, where do i obtain tax delinquent lists? Is there a certain website for each county/state or do i have to go down to my local court house? Also what is it that im actually looking for besides name and address, how do i find if they even have a property thats backed in taxes? Sorry if questions r stupid , just trying learn as much as possiable
