developing land in algona, wa

Hi, I’m looking for some advice on developing land. I currently have property with 1 acre and we are planning on building townhomes on it, but not sure how to get started. I previously worked with a contractor to help with permits and drainage since there’s a possible wetland issue, but unfortunately things fell through between us and I didn’t make progress.
