How do you balance cash flow with debt

I will be moving to San Antonio for a new job at Ft. Sam. I will be leaving in about two years and plan on keeping it as a rental. I've been heavily searching for a home in a good area that will at least break even,  but I can't seem to find anything. 

What are other things to look at or consider when making this purchase? We are getting a VA loan as that's the lowest down payment. We've looked at assumables, but we don't have the cash to pay the difference from the loan to the asking amount. What kind of a loan could I get for that second portion of the assumable?

We've looked at owner financed,  but there has been no interest. Maybe I'm looking in the wrong area, but can't seem to find good areas near San Antonio. I'm looking as far out as zip codes 78258/59, which seems pretty far. 

Seeking for guidance to narrow down a location I've missed near Ft. Sam or a creative method of financing that I'm not thinking of.
