Investing In Pennsylvania ? INVESTOR FRIENDLY ? 🤷🏻‍♂️

Hey Guys ..

Looking for an investment property 1 or 2 Family in Pennsylvania. I've looked at Harrisburg, Allentown, Scranton and now Reading.  Are these cities landlord friendly ? Am i better off staying a few miles away from the inner cities ? Budget is $250k w/ 25% down.

Any help/advice/suggestions would be greatly appreciated.
