Beginner Wholesale question

Should I find and make a list of people who buy houses for cash before looking for a deal or look for a deal and then find buyers for that deal? My goal is to do one or two wholesale deals to get enough that I can buy a rental property.

If you have a great deal, the buyers will flock. 

However, it doesn't hurt to build your database in advance and then start birddogging. 

Which came first, the chicken or the egg?
