Difficulties to find cash-flow rentals

Hi everyone, I Just turned 21 and I am starting out with real estate, trying to find my first property, I do not live in the US, but in my country I've looked through dozens of possible investments, but non (in the area) of the properties could rent for even close to 1% of the purchase price (as I'm trying to stick to the 1% rule), most properties are renting for around 0.003%. (assuming they only pay off the morgas and expenses, these properties might only rely on appriciation?)
Is there something I am missing? how should I approach it?
