Whole Sale a property thats in pre foreclosure

I have an real estate agent i am currently working with & they have reached to me about a home thats in pre-foreclosure and going to hit the market shortly, so i have asked if the home has any liens and whats owed on the property. Her response was they have a loan modification and the company wants 25% of the appraised vaule. what are the next steps that i take?
