What makes a good cosigner?

Hello! A friend of mine is trying to purchase her first home in Chicagoland. Her credit score isn't great, and her mom offered to cosign because hers is higher. Is a higher credit score enough to make her mom a good cosigner? Her mom is also on a mortgage for her own home along with her dad. Does DTI play into the equation? She may not have much left over after her mortgage payments.
