Do I need business license?

Hello! We have a single family home that we want to rent out as long term lease and I am confused if I need a business license from the city before renting it out. I applied online under longbeach.gov and was told after 3 weeks that they closed my application and deferred my application to Short Term Rental Department as they do not handle that. When I spoke to Short Term Rental staff, she said they only deal with Short term rental licensing and that I do not need license if I am doing Long Term rental.

I have a friend who just started renting out her unit also in Long Beach and told me the opposite and so I’m just really confused. Can someone confirm?
