What are good Multifamily Neighborhoods in Milwaukee? Is section 8 an decent option?

Hello! 

I'm looking for some input from BP members about Milwaukee neighborhoods and areas to invest in. I was looking in the river west/harembee and surrounding area but I see the area has high crime (Is it actually high crime? I live out of state)  Have other investors seen success renting in those areas? I've also considered the strategy of renting to section 8. (the rough Section 8 numbers I ran were positive and have me wanting to move forward)

My main concern is if the areas I mentioned attract desirable renters if I decide not to rent to section 8. I've visited Milwaukee but didn't get a great chance to really get a feel for the different areas... hence this post to get some local input as I continue to do due diligence. (I am planning on visiting the areas before I start making offers)
