3-unit house but 2 aren't permitted. Buy it?

Nice, remodeled 4b/3b with basement units.  Cash flows using the rent calculator but the property is listed as SFD.  If the basement unit is not permitted, should I buy it?  If I do, what are the risk to renting the unit without proper permits? Is the building permit process lengthy?
