Build to Rent Duplexes in rural location Southeastern NC

Hello,

I'm located in Charlotte NC and own 5 acres of land in a rural area near the coast of Wilmington NC.  The land is paid for.  I want to do build 2 duplexes on it.  Could someone point me in the direction of how to get started with planning this out?  Thank you!
