Finding the owners of vacant properties

Hey Group,

How do I find the owners of vacant properties? I have more than enough to chose from in my area (Clayton County Georgia - Atlanta Metro) and all aren't foreclosures. I have located the owners at the Tax Assessors office and have even purchased a skip tracer and have came up with not enough info to contact the owners. Any more suggestions?
