Rent to Property RTP

Hi folks when your RTP is at less then a .7 Billings is a .33 or so.  Does that mean my market is in a bubble?  I can not make anything here cash flow,  I know that not the most important as ROE.  But in my career I need my properties to cash flow.  Should I look at different markets with higher RTP?
