Block full of empty lots and trailers.

So I have found a few blocks group together that have a few abandoned trailers and empty lots. These are within a blocks of my house. I want to contact the owners and make offers on the lots. Even if it's just wholesaling them to other investors. I am really new to this and would love a mentor on this.
