Which City to better for Rental Investment with ROI over 3%

Hi, I am just getting started for Real Investment, but the housing market is out of reach, I have looked couple of Cities so far, and my analysis show me, I couldn't find property with ROI greater than 1%, do anybody have any idea for city where I can find good rental market and invest in get above 3% ROI. I am remote worker, I pretty invest on distant or I can move to the place.
